off: This is correct. In this context, "off" indicates the amount deducted from a charge or price. For example: "The book seller took 10 percent off the price because the book was damaged (=he gave me a 10 percent discount =the price was reduced by 10 percent)". Therefore, if the book is priced at 10 pounds, you only pay 9 pounds - what a bargain!
of: This is incorrect. 40 percent "of" the price has a different meaning to 40 percent "off" the price. If a book costs 10 pounds, 40 percent "of" the price would be 4 pounds. One might say, "I'll pay 40 percent (of the price) today and 60 percent tomorrow" (though 99 percent of book sellers will refuse this offer!). Note: "of" and "off" are pronounced differently!
from: The proposition "from" would probably be understood here as it has a similar meaning to "off". However, it is grammatically incorrect and is not the best choice.
to: The proposition "to" does not make sense here, therefore it is not the best choice.
on: The proposition "on" does not make sense here, therefore it is not the best choice.
