This is a false statement. According to the article, "The Conservative Party... has distanced itself from the MP's remarks". To "distance oneself from something" is to refuse to associate yourself with it, or to deny it. For example, "The Prime Minister has distanced himself from his son's announcement by saying 'I do not agree with what my son has said".
This is true. Sir Bear is quoted as saying "the notion that climate change is a man-made phenomenon is pure poppycock". This could also be expressed as "the idea that humans have caused climate change is completely false". Something "man-made" is made by people, rather than occurring naturally in nature. Example: "I hate man-made fibres like nylon: I prefer to wear natural materials like cotton and help".
This statement is false. We read that Sir Bear's statement "shocked Parliament yesterday". If something "shocks" you, it "surprises" or "horrifies" you. We would not be "surprised" or "horrified" by an opinion that we agree with!
