This is a true statement. Ray Upton tells Moira and Brent that he and Rachid are "hovering 50 meters above the Pentagon". The Pentagon is the headquarters of the United States Department of Defense. To "hover" means to remain stationary above the ground.
This statement is not true. Ray is actually anxious to comply with (or adhere to) the wishes of the American Air Force pilot. He reassures the pilot that he will speak to his pilot Rachid and pleads with the air force pilot not to kill him.
