This is a correct choice. "Regardless" shares a similar meaning with "no matter". Ira says, "If this company publicly predicts earnings, no matter how big or small, and the company fails to earn that money, then its stock suffers." He is saying that a company is responsible for making accurate predictions, even if they have predicted small growth. The terms "regardless" and "no matter" are synonymous in most contexts.
