This is the best choice here. Bruno says he will approve Susie's proposal "provided that" Ms. Bümbüm signs the contract. This means that Bruno will approve the deal if or on the condition that Ivana signs.
Bruno is unsure that Ms. Bümbüm will sign the contract, so he is not approving Susie's budget proposal because Ivana has signed the contract.
This is not the best choice. This phase means that Bruno will give Susie's budget proposal approval unless Ms. Bümbüm signs the contract. Bruno says just the opposite: He will approve the budget proposal only if Ms. Bümbüm signs.
