2 secret: This is the best choice here. Luna insists that anyone who contributes to the suggestion box has the right to remain "anonymous". "Secret" is very close in meaning to "anonymous".
2 ashamed: This is incorrect. Luna doesn't want anyone to be "ashamed" of their suggestions, which is why she feels that everybody should remain anonymous.
3 agrees: This is the best choice here. Polly tells Luna that she "will see to it that the suggestions remain anonymous". This is a clear indication that Polly agrees with Luna's request that the suggestions will remain anonymous.
3 does not agree: Near the end of the dialogue, Polly accepts Luna's request to keep the suggestions anonymous. Although Polly is not very enthusiastic about all of Luna's ideas, she does tell Luna that she will do her best to help her make the "suggestion box" a reality'.
