When someone gives a synopsis, they offer a summary.
offer a summary: This is the best choice. A "synopsis" is a summary that covers all of the main points of a larger set of information. For instance, Bruno Delavigne might say to Philip Cheeter, "Stop, Philip! I don't have time to listen to ALL of the sales figures for the last year. Just give me a short synopsis!"
deliver a lecture: This is an incorrect choice. While you can certainly give a "synopsis" or "summary" of a lecture, a synopsis is not the same thing as the lecture itself.
