A traveling salesman is someone who travels in a given territory to solicit business orders or sell merchandise. However, the term "salesman going", does not exist and cannot be used as a synonym for "traveling salesman", therefore this is not the best choice here.
This is correct. "The best (something) going" means the best (something) active, alive, or existing. For example: "Chez-Tony" is one of the best fish restaurants going." This means that not many restaurants are better than "Chez-Tony" (quite right too - their fish pie is delicious!). Note: Caroline could have also written, 'Philip is one of the best salesmen around", without changing the meaning.
