Whereas qui refers to a noun (a person, object or thing) which has just been mentioned, ce qui refers to the overall fact which has just been stated.
Je me suis mariée avec l’homme qui m’aimait le plus, ce qui était une bonne décision. I married the man who loved me the most, which was a good decision.
